FACTORY RESET

Does this tablet have a volume control button? If so this is the reset instructions Hold down the Power button and tap Volume Up. You'll see the Android system recovery menu appear at the top of your screen. Select wipe data / factory reset with the volume keys and tap the Power button to activate it. Select Yes - erase all user data with the volume buttons and tap Power.

You need to use a service that supplies data. Voice only will work to make voice calls, but won't have a data plan associated with it. Data only plans will work, after a fashion, but you would need to use Skype to make voice calls... So a voice+data plan assigned to a SIM is what you need to use a phablet properly.
