Dvd picture works, vcr picture does not work.

Try a cleaning tape in the VCR. If the pictures both come ut of the same connector then the VCR may be in need of cleaning. Also can you see a picture 'through' the vcr, if you wanted to record on the vcr? Have you tried recording?

Dvd player stops/skips. Cleaned rails, cleaned

If the laser is not dirty then it's probobly worn so will only play disc's if brand new.
You could get it fixed but would cost between $50 and $100

Toshiba SD-V280 Remote will not work

This is not a solution it is more a test for your remote. Take a cell phone that takes pictures. Start the picture mode on your phone and point the remote at the camera part of the phone and push a button on the remote. If remote is working you will see it light up on the phone screen. This will let you know if the remote is operating.

Freeze up on DVD

Hi vaffl I read your symptom this morning and it sounds like you might have a tracking problem. In order to confirm this problem remove the top cover. I would start by measuring the power supply voltages. Load a disc in the player and press play. See if there is any change in the voltage levels durring the time that the player starts acting up. Sometimes a faulty voltage regulator will cause this problem. I hope this helps you. Bruce

Change batteries on my toshiba se-r0001 remote

Serial numbers don't work Judy https://www.google.com/search?q=A10A13799C3300 They are purely a numerical identifier of when it was made, year, day, number on the shift, whether it Joe or Billy who did final inspection. With a MODEL number I can find them easily with just 'make model manual'.
