A qualified tech should replace both STK392-110 convergence IC's with Toshiba or Sanyo brand.............T.
Convergence
you can replace IC stk 392-110 (one or all) and tray to adjust R_G_B
Projection lights
You need to take the Toshiba remote that came with the machine and go into a menu area that deals with convergence. Here's what the manual says:
This TV used 3 separate TV tubes, red, green, and blue. The R, G, and B images are pojected onto the screen wheree they converge to form a full-color picture. You can see a clear picture only when the three images converge correctly. Corvergence my drift over time, or if yo move the TV. I you can see clear images on your TV screen skip this procedure.
Make this adjustment only after the TV as been on for at least 30 minutes.
Press the TOUCH FOCUS (auto convergence) button on the front of the TV at the bottom.
The TV will enter into the convergence mode and adjust the converge automatically (that's what it says.)
TO ADJUST IT MANUALLY:
Press MENU, and the press < or > until the PICTURE menu appears.
Then press UP or DOWN to highlight CONVERGENCE.
Press < or > to display the Center Convergence menu
There's a lot more the book says, but, I can say from experience that you just go through the different sub areas of this menu and converge each color separately, and bingo, it's fixed.

HD capability
yes, but you have to use digital cables to hook it up to the source in order for you to get HD.
For video, the best is HDMI or DVI input. The second best is S-video.
For audio, you need to use either digital or optical connections.
Analogue video and audio connections will not provide HD.
More on signal board jumpers
I will try my best to explain.....hard wires connect two circuit
traces together and are not in parallel with any component.They are used where a component is not needed.....however, the 16v
supplies must travel from the main board where the F850 &F851 fuses are to the signal board where the STK's are....after the two B+ volts pass thru the two PCB edge connectors,typically on an "H" line Toshiba en route to the STK current limiting resistors there are hard wire jumpers with NUMBER locations marked on the PCB.Just " Follow the path the voltages take" & solder all connects.......
Next thought = What brand / quality / price were your new,replacement IC's ?? = Toshiba,Sanyo or.....Chinese junk?

A trained tv tech or skilled hobbyist...moderately difficult soldering / de-soldering needed = no plug-in devices.........T.
Pcture problem
Replace both STK392-110 convergence IC's with Toshiba or
Sanyo brand...............no cheap junk !!.............T.
Signal board jumper wires?
Hard wire jumpers feeding voltage to convergence circuitry located between board edge and current limiting resistors & near STK IC's.................HTH........................T.
Most H-line Toshiba's have them......
