Tv no power
It's really not quite enough to go on and could be any of the following; Bad FBT (flyback transformer), R216 in the ABL circuit. (Auto blanking limiter); D404 in the Hv circuit or the HOT (horizontal output transistor) at Q404... I'd start there first and if those test okay then I will dig out the schematics and send you the service manual.
Do you get any relay click when you press power button? That's a TAC0116 chassis and prone to any or all of the above.

Red lines across screen
it sounds like a b+ cap going bad and is intermittant that feeds the the video drivers on the crt pcb or the crt is shorting. I have seen intermittant shorts in crt before.

Rca jacks loose
You may have open the set to reach the rca jack connections. Most probable cause would be loose solder connections. You should do this only if you have experience in electronics, esp. TV circuit boards, otherwise, I would take the set to a service center.

No sound from 5 yr old Toshiba
as picture is ok means 100% it is due to sound section.
solution
1 check speaker &its connection or loose
2 check supply to sound section
3 check parts in sound section (resistance& capacitors).
4 check for audio ic if it is demaged.

The power regulators are famous for going bad. The big problem with this TV set is that unless you use the exact regulator from Toshiba, this set will fail time and time again. Even if the regulator IC has the exact same number, it will not hold up. We used to have a shop that was authorized by Toshiba, and we seen this problem many times when customers would say that they had their TV fixed by some local shop and the same problem occured several times. Toshiba 32AF41 Power up Problem and Green Screen
My first inclination would be to check the picture tube, especially if the set is over 7 years old. If it is not that, then anything from bad solder connections to capacitors or a defective IC could be the cause. If it's over 10 years old, replace it. No use flogging a dead horse.
