The Samsung cells have four contacts. Two are for the voltage (sometimes marked as + and -) and two are for the temperature sensor. If the sensor is not communicating, the phone will detect an error and report it as low temperature. Try using a new cell and see if the message returns. If not then the old cell has a bad sensor. But if it returns, check that the four golden spring contacts in the phone are good, not bent, and the same length. If one of the contacts is bent, have it fixed.

It is a known problem with the Samsung Galaxy S4. There are many many complaints with fewer solutions. It is said to be more or less normal for this to happen if you are gaming or using some other app which loads up the CPU.
