Volume decreasing to zero by itself
Have you looked to see if the Button on the tv itself is stuck in. Press it and you might be able to feel for it sticking. If this is the case you may want to try a baby wipe or something similar to try and sort this out. (dont use a sopping wet cloth)
hope you get this sorted.

My tenplus year old Toshiba 32" TV is stuck in standby mode
You have an old tv so the best problems are bad capacitors and bad grounds. Have someone pull the board and search for high voltage caps [160volts or 250 volts] with 1 to 4.7 microfarads. Should be two or maybe three and check all grounds. If the 4 amp fuse is good than the above will save your TV.
All works on tv but picture is very dark no matter
if the brightness control has no effect, then picture tube is going out if it has a glass tube crt display. used to be a rejuvinator would cook off some of the deposit internally on the crt, but it also reduces the life of the set.
Toshiba TV will not turn on
Try to have the TV unplugged over night. If that does not solve it you may have to have the TV power supply circuit inspected for leaking capacitors, loose solders or may be a bad IC.
Blinking red light on toshiba 32a33
Flashing lights on most TV's indicates a faulty voltage somewhere in the power supply or other voltage sensitive section. Like the "check engine" light on most cars, repair will require a trip to the shop. Get an estimate first. In the new world of disposable electronics the cost of repair may exceed the value of the set.
Toshiba 32A33 After a power spike
The main power fuse inside the TV may have blown. The rear cover must be removed to check it. Unplugging the power cord from the wall outlet is the first safety item. Finding all the right screws to remove the cover (without taking out some you shouldn't) is sometimes tricky. When you remove the cover the power cord will still be attached inside, so remove the cover carefully. There is a danger of touching residual high voltage near the picture tube. Carefully look for a fuse near where the power cord attaches to the circuit boards. Often the fuse will be obviously burned open (the small conductor inside the clear glass is melted or the glass is blackened). Replace only with a fuse of the same type and amp rating. Putting a higher amp rating fuse or slower acting fuse can have costly and possibly dangerous consequences. Be sure to plug the power cord in when you do your test with the new fuse. If you haven't done anything close to this before, you may want to refer this job to an expert.
