Accessing TV Menu withough original remote
No you need the remote ! and even most universals will not do that function for you either!
You can order an orignal replacment remote from www.remotes.com
and that will let you access all of the tvs functions!

Toshiba MD20FP3 radomly turns off
a loose contact on the mainboard, if you know how to solder then have patience in soldering what you can see in the mainboard that may be having loose contact.
Toshiba MD20FP3 not turning on
Is a good thing the main fuse is not open,your problem is in the power supply ,as I understand you have no indication of power(no lights,No clicks)The 5 volts that power the microprocessor might be missing,this 5 volts usually come from a regulator,this regulator should have 12 volts in one side and the 5 volts in the other,the 12 volts come from the secondary of a transformer and it has its own fusible resistor,if the resistor is open is because the regulator is shorted and it need to be replaced.This is a good place to check.Be careful when checking this parts.If you are not too familiar with tv service seek the assistance of a servicer,it should not be too expensive.

Not unless you have taken the time to learn all the safety issues concerning the HI voltage safety facts, in the repair of electronics? It sounds like your tv has a problem in the sweep/power supply circuits, and since these sets have NO user serviceable parts< its best too leave these types of repairs to a certified electronic technician. Toshiba 49L420U does not turn on
The 5 and 3.3 voltage is standby and that would be good if you get a standby light, you won't see the 16 volt unless the power supply is at full power or out of sleep mode. Look at the legend on the power board connector going to the main for something like PWR_ON, it may be marked different, but will have something about power on, you need to see just over 3 volts there when you push the power button, if 3 volts is there replace the power supply, if you don't see that go to the connector coming from the inferred board on the main board, measure the voltage at the pins, one will be 5 volts and one of the others need to change voltage when you push the power button on the remote, measure these one at a time, if none chance replace that board, if you see a change in voltage on one of the pins replace the main board.

Trouble with Toshiba flat screen
Over time with heating and cooling of the power board the fuse holder loses tension and won't make proper contact with the fuse, remove the fuse and bend the contacts together and see if it works, if it still gives trouble replace the power supply or solder the fuse to the holder if you have a soldering iron and can do the repairs.

I have a Toshiba dvr620 and can't remember which buttons to push to activate the sound.
What TV or monitor is your DVR620 connected to? There is an Audio button on the original DVR620 remote (not a universal remote), it's just above the TOP menu (displays the Title List for the current video). This lets you access a DVD audio menu or change a VHS playback between Hi-Fi or mono audio out. All other volume changes will be controlled by the controls for your TV or sound system. (This will depend on which video/audio out you have connected. Optical and some RCA audio output choices will be connected to an amplifier or home theater speaker system. If you are using HDMI or component/composite cables to a TV, then the TV speakers are probably active.)
