Toshiba does not make this unit--it has their name---all programming is done from remote via the main menu---Google the model number or call Toshiba to get an original remote---they are not real expensive for this brand in most cases.
Try unpluging the TV... then plug it in while pressing the eject button! If you have a DVD laser lens cleaning disc at home, use it then try again. It might also be a dirty or scratched disc that's not being read by the laser. Try another disc. Good luck!
The power supply does have fuses. They require removing the back cover of the unit. Note: High voltage is present so I recommend having a pro do this. In units like this many times a part will fail and the fuses will be ok. At this point you will need a pro again. I would replace the unit. The repair cost could be in the 60 dollar range depending on the severity of the problem and shop rates in your area.
You can go online to the digital tv website and check your area for signal strength. All you do is punch in your area code and it will tell you if your able to get any channels. In your set up screen you can run a channel scan. Most of the time you need a good digital antennea which is something they don't tell you. I have the exact problem. We have three TV/DVD combos from Toshiba, and within the last two weeks all three of them started have the same problem - all at different times. At first I thought one had a power surge problem, so I took it to the TV repair shop (being diagnosed now), then a few days later the second one did the same thing. And now, three days later, the third one (newer model Toshiba) started doing the same thing.
Will not power, led blinking
check R640 (1K 1/4w) if open replace ic600 (8-759-670-30)
Standby led blinks slowly, a few times, chassis won't start up
I changed the vertical deflection ic type TDA8170 and I measured two
leaky capacitors in the power supply. Better to change all 4 capacitors
in the power unit, everything was then ok !
Sometimes the problem is CD DISC, Next Is the laser lens, cleaned the lens with 100% cotton buds.. or if not working after you cleaned the lens, replace the laser eye A new one!
IT COULD BE THAT THERE IS SOME METAL DEBRI IN BETWEEN THE TWO BUTTONS ON THE MOTHER - CIRCUIT - BOARD
YOU CAN UNPLUG THE TV
OPEN IT UP
THERE IS I BELIEVE 4 SCREWS THAT HOLD THE BLACK COVER ON THE BACK
THEN THERE SHOULD BE TWO BUTTONS THAT HOLD THE CIRCUIT BOARD
PULL IT OUT VERY CAREFULLY AND LOOK OUT FOR DEBRI.
YOU COULD CLEAN IT WITH DISTILLED ALCOHOL AND A SOFT BRUSH
YOU WILL HAVE TO UNPLUG THE SPEAKER CONNECTOR ON THE LEFT SIDE
ALSO ANOTHER CONNECTOR THAT COME FROM THE TUBE

There may be loose contact or track open in main board.So try to check the main board thoroughly where you may find the loose of connection or track open.

With a MODEL number I can find them easily with just 'make model manual'.
