I have a systemax ascent with snc203eeh mobo.I have 2 slots for memory.1 is empty and 2 has krv133x64c3/256 (168 pin). How much mem can i install

You didn't post your OS? 32? 64? If you have a 32bit OS, the max is 4GB's, but your software will only use around 3.80GB's. if you are using PC-133? You may be limited to 2GB's Take a look here: http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=2855814&CatId=544 OR http://www.walmart.com/ip/ACP-Memory-Upgrades-AA36C128R72-PC133-1GB-SDRAM-Memory-Module/13044619. 1 GBx2 may be the most you can get in PC-133.

Computer wont turn back on after power outage

Power surges are like Radiation poisoning: the effects are cumulative. You need to have it on a Surge Protector (not just a power strip with an over-amp cutout,) that is AT LEAST 1200 Joules. Much higher if you live in a lighting-prone area, or are subject to frequent power-outages. Your Power Supply Unit appears to be on the edge of failing. I suggest you get it replaced IMMEDIATELY. A PSU with issues such as yours have been known to damage one or more of the other components inside your PC when it finally dies.....like the Hard drive, or a Memory module...even the CPU.
