If it is construction Styrofoam it is a good insulator. Fill as best you can between the studwork and use spray foam to fill gaps. Then cover with drywall. Floor insulation and underfloor heating is a good way to keep the chill out.
Frozen pipes and only caused by cold and draughts.

Where is the battery door for pstsl21p52 proselect thermostat?
From the owner's manual:
- Open front thermostat door and open battery compartment door.
- Install two new "AA" alkaline batteries. Locate the positive (+) ends of the batteries and match them with the positive (+) terminals located in the battery compartment. Close battery compartment.
Going by the photo of the thermostat, it looks like there's a finger recess or latch on the right side of the thermostat that you pull on to swing the front open. If there is unexpected behavior from the thermostat after replacing the battery, see the reset procedure in the installation section of the manual.

Totaline p474 1050 thermostat reset
there is no rest. Item used 24VAC from hvac to power it . If 24VAC from hvac is missing thermostat will not power up and hvac will not work. You will need to call for service.
