Is it that the keyboard is locked so no keys work, or is the touchpad locked so that the mouse pointer does not move?I've seen more and more people locking the mouse pointer. If that's the case there might be a button to push that is at the top of the touchpad in the middle that toggles it on and off. Also on some brands, you will have to hit either the FN or ALT key and hold it down while you hit the F1 thru F12 key that controls the touchpad. Usually the correct key to press will have the icon of a finger in a square box representing the touch pad.

This may be a device driver issue, probably one of the easiest way to resolve this is do a system restore, taking your computer back to a earlier time before the problem occured.
