You didn't specify the Vista version (32 or 64 bit), but 99% the 32 bit driver version will be OK. The producer suggests to uninstall the previous version of driver if one is already installed. (to uninstall, go to Control Panel, Programs and features and double-click the item that looks like "Wacom..." or "Graphire...")

I would uninstall the drivers, reboot, and let your OS install the mouse. Then try to re-install the new drivers that were released by Wacom yesterday available at the link I provided. (You probably got them there, I don't know)
If it goes 'wonky' again, uninstall the new drivers and use the older ones provided on the website or just let you OS install if it will.

Slow cursor response
Clean up the clutter and programs less used over time. When too many APPS or PROGRAMS take up memory, the system will slow down, thus LAG. In some cases the Video slows, in others mouse trails, etc.
Some folks seem to collect data, apps, and programs. The problem is; most forget to remove unused programs, many of witch take up space and cause problems.

i cant use and download apps, they download but then onlyshow uo as files that i cant take out of the my downloads app and when i do open them, it opens a file windows full of numbers and letters
Tablet slow response
Update the driver from the Wacom website. I sometimes have problems with that. Also try changing the setting from "Mouse" to "Pen" or fiddling with the speed settings. It could just be a problem with the acceleration setting.
