I assume other remote functions work since you only mention turning off/on. this would most likely be a bad switch in the remote and probably not be worth repair. You can find a replacement here:

If the TV work properly, the disc loading mechanism has the fault. A broken belt, or a broken gear wheel. You have to take out the CD mechanism out from the set to repair. Contact any service technician. In very rare cases, there will be very small pin hole at the front of the mechanism [usually just below the DVD tray or at its side, by which you can insert a straightened paper clip into and press a little, and pull out the disc tray, to take the Disc out in emergency, even if the set has no power. Try a hard reset to this set, and check. If it do not help you, the main board to it is faulty. There are two types of reset to TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight; will be better. This procedure will make it a hard reset. YOU FAILED TO MENTION ANY MODEL NUMBER, SIZE, OR IF IT WAS SOLID STATE OR HAS VACUUM TUBES. YOU WONT GET ANY HELP WITHOUT PROPER INFORMATION.

Depending on the technology, most flat panels use either an led array or a very think flourescent tube. Usually it is not the bulb that is bad but the circuit that drives it. Depending on how you are connecting, do not discount a bad cable. Do you see anything on screen at first start up? If you look closely at the TV can you see a very dark image? If you get display on startup, check cabling before assuming that the TV is the problem. If you can see a very dark image, then the backlighting is the problem, but as stated above, more likely the power supply than the bulb.
