Hi,
It is normal that Windows reports programs as not responding when it try to close the computer. If all program is reported as not responding and the computer do not close at all, then it sounds like a serious problem. I would reinstall my Windows even though it is boring.

Change the display language

The display language is the language that Windows uses in wizards, dialog boxes, menus, Help and Support topics, and other items in the user interface. Some display languages are installed by default, and others require you to install additional language files. When you change the display language, it is changed for your user account and is not changed on the Welcome screen. If you want to set the display language for multiple users or the Welcome screen, see Apply regional and language settings to reserved accounts.

  1. Open Regional and Language Options by clicking the Start button 4f6cbd09-148c-4dd8-b1f2-48f232a2fd33.png, clicking Control Panel, clicking Clock, Language, and Region, and then clicking Regional and Language Options.

  2. Click the Keyboards and Languages tab.

  3. Under Display language, choose a language from the list, and then click OK.

How it happened? sometimes it can be solved with a simple reboot, maybe you can check the settings of the sound, this model works with Windows XP SP1, you can also check the drivers, any question, please let me know.

Click Start/Control Panel/Hardware and sound, and adjust your computer settings. Sounds like maybe your Playback device could be set wrong. Should be "Speakers" if you are using speakers or headphone.

Try to use other Power addapter with same voltage and connector.

You must open your laptop, and find the internal battery.
Remove all power cables and the laptop battery, than remove the internal battery for 10 secunds.
The BIOS password, must be gone.

Use the Last Good known Configuration::
To use the Last Known Good Configuration feature, first restart the computer by pressing [Ctrl][Alt][Delete]. When you see the message Please select the operating system to start or hear the single beep, press [F8] to display the Windows Advanced Options menu. Select the Last Known Good Configuration item from the menu and press [Enter].
Keep in mind that you get only one shot with the Last KnownGood Configuration feature. In other words, if it fails to revive your Windows on the first attempt, the backup copy is also corrupt.Use system utility software like RegInOut after restarting windows.

Sometimes, the specific brand and manufacturer of the media is an issue, not the DVD+R or DVD-R style.

A lot of the time, a firmware update to the DVD drive allows the DVD writer to work with a broader range of blank media.

Since this model is so old, Packard Bell does not offer firmware updates. If you can identify the manufacturer and model of the DVD drive in the laptop, you may be able to locate a third party firmware installer at places like www.rpc1.org.
