Pull it right out from the wall and vacuum all of the fluff from the condenser coil fins where the motor and fan is. 4" from the back is good, ideally you want 2" at the sides and top as well. The exchange for getting cool, is making heat.

One is waterproof and the other is a cover.

You could try searching and looking on google for the instructions for the desk assembly instructions or try on the companies official website then for whichever the brands name is with the desk that you are trying to put together

It is overheating and protecting itself. Make sure the condenser grill is clear of fluff.

I don't find a repair manual for this OSIM product posted on the web. There are a number of sites purportedly offering parts but none offering a manual. Once such a chair is outside the year warranty, the OSIM repair center appears to want money up front before working on a chair, although they say most are repaired in "one visit." You can try contacting them for information at: [email protected]. They appear to be based in California. That said, here is a "shot in the dark" video. This doesn't look like a project one dives into without a helmet. Looks pretty specialized to me. Needs to be checked by qualified tech. Could be controller or wiring problem.
