You need to check what sort of motor it is. Some motors will not go the other way around.

A regular dimmer switch will not do what you want.  A variable speed switch similar to a dimmer but made specifically to control motor loads may do what you want.  I think it would have to be installed after the 5-speed controller because the reduced voltage may cause problems for that controller.  Maybe you should just replace the controller with a the variable speed switch.

With a switch it is always the hot wire (black or red one) that goes through it. If it doesn't work, it may be a faulty switch. They make everything in China now, after all.

Sounds like all it needs is a new switch.

You need to feed the belt around the tensioner first but release the tension from the tensioner. Place something under it to keep it from expanding open and the feed the belt onto the drum. If you get it started you can turn the drum and it will feed itself onto the drum. Once that is done, align the belt visually for straightness and gently release the tension. Voila
