The TV doesn't power up
If power reaching unit and after all you have checked, it appears the PS is fubar. Easiest thing to do is check for swollen/leaking/blown capacitors and replace them - cross your fingers and turn on.

How can i fix static on my maxent lcd tv
26 inch maxent mx-26x3 and 32 inch, l2614xw02 some same parts
When i hear the word static, i think snow,
If while your watching tv and it looks like color snow pixels popping in and out all over the picture i did this to fix it.
look at main board you see a green heat sink,
left of that heat sink you see a 220 uf 16 volt capacitor that half surround by 22 uf capacitors,
change the 220 uf capacitor and snow is gone.
to get it off i just wiggle slowly back in forth until the old capacitor falls off,
then put some fresh solder on and new capacitor on and done.
use a radial electrolytic capacitor not the little metal one they had on

Maxent MX-26X3 picture problem
someone gave me a maxent mx26x3 with the same problem. I took the back cover off, and then the metal shield covering the PC board. There is a green heat sink on the main processing chip. The heat sink was not making good contact. I slightly twisted and pushed the heatsink on the the chip, and the picture stayed perfect now for 2 days. I think the heatsink will eventually need to be re-glued on with thermal expoy glue. It will be a pain to remove and clean though.

More than probably is the LCD control board, but this one is coming with the LCD panel. Could be the main PCB too and I suggest you to call a tech for a exact diagnosys because the parts implied are very expansive.
