The fault you indicates here is technically called blooming. The main reason for this fault is lack of EHT voltage. You've to check for fault from the main power supply regulator section to EHT transformer circuits. Really this is a very skilled work. It will be best to contact any experienced service technician to do it for you.

Model number if not the one listed here will be on label on rear of set along with month and year the set was made--How skilled are you with working on (I presume it is a older direct view with a picture tube) sets?A lot of the older JVC sets had a common issue---there is a single filter cap (it will look ok) that fails----Tell me model and If you are able I will try to direct you to it.
