No signal on tv
Manually change the TV to the relevant AV channel.
Also you don't need both the S-video and the yellow RCA connection. Use one or the other.
Does not spin
The laser pickup assembly is defective, overtime the laser becomes weaker until it can no longer track. The second common problem is the pladder motor that the dvd sits on has failed, it is far cheaper to replace the dvd player than repairing it.
No Power
Hi Rusty,
Open the cover , there must be a blown fuse, replace with another fuse of same value. If still not working take to service centre. This is a case of SMPS power supply failure.

If cleaning did not fix it the optical pickup for that unit is damaged in some way---if the set has audio/video INPUT jacks on it just buy a DVD player and hook it to the set.If no jacks you are finished--DVD portion of the unit if available costs more than the entire set.
