Best approach would be to bring to a service centre. The bleep only indicated that the power recognition part of the controls are operating but as these are at the start of the control circuit it does not indicate the health of the actual control card.

A quick search on the internet shows several user videos on how to use this device including on how to remove basket. From that it would appear that you depress the button at the top of the handle.

Make sure that there is not any obstruction in the bottom of the toaster like old toast. If that is not the problem, get a new one.

Resetting the thermal cut-out

The tank is fitted with a safety device that will shut-off the boiling water if the tank is switched on without water, or there is a power surge. The hot water can be restored by operating a reset button on the front of the tank.

Disconnect the tank's electrical power supply. Operate the boiling water handle on the tap to check that the tank is full of water. Switch on the power supply, press the on/off button and allow 25 minutes for the tank to reheat before use.

A thermopile is an electronic device that converts thermal energy into electrical energy. It's to make sure your furnace don't kick on without the pilot light burning. It's that little piece of metal that the pilot light is burning on it and made out of copper.
