It sounds like the power supply board is weak, Replace the bad electrolytic caps on the power board, or the power supply board. If you are not getting any video,then that could be the problem.

Blue Screen w/ sound
I've tried many different things to isolate the problem, the only solution is to manually reset it to factory settings via menu button. If something goes wrong, like the menu button freezes turn off the monitor *Or unplug it, and retry to reset factory settings. Unfortunately you have to do this almost every single time you turn off/on the television.
