Your EEPROM is defective in the main board, if you have the equipment and skill to change it that's the way to go but unless youve done soldering on small devices replace the entire main board. I'ts possible this TV has a main-power combo board

Your going to need a new main board

Fault with the main power supply regulator board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size. Use code search on your GE URC to find something that works. You may need separate codes for TV and DVD player. If a search through all codes stored in the URC fails, try a different one.

Could be main board fault, could be screen fault, could be backlight fault. Only you will know after testing each item in question.

Possibly could be the back lights,or check for the blown caps on the board.

I dont see an LED back lights listed for that unit. This means it uses CFL lights.
