I carefully used a needle nose lock pliers on the plastic part with channel locks on tripod leg and was able to loosen the part.

You could try your local friendly camera store, but I expect you've already thought of that. You may be lucky on Ebay, but failing that you may need to purchase a complete new pan and tilt head.
