No picture display or image when I turn the camera on
Did you try to press the display button on the back of the camera?
With the display button you can cycle through different things on the display. One is power save and it will display nothing. Perhaps that is everything you have to do. If that does not work, let me know.
I have a Canon SX 30is. When I press the power
Unfortunately, canon tends to use the same error codes across models...particularly the E10 error code which indicates a JPEG IC error. Basically, the image processor has just given up. I don't know of a way to fix it other than to completely dissect the camera and replace the entire board. Definitely not the news I wanted to deliver but I've seen that error on three separate cameras, and opening up the firmware files for each indicated E10 as being the same error. Any chance its still under warranty?Sorry to be the bearer of bad news, but I hope that helps!
I have a canon sx30 IS. I can no longer get it to
First test to see if the Replay (single right arrow) button actually works. That may be the problem. That button does two jobs. 1st it is supposed to enter the replay mode to show the last picture taken first. Apparently, from your description of the problem, that is not happening. To verify it is that switch that is dirty or defective, power up the camera, press the Replay button firmly just once, press the left arrow on the circular switch once. Wait until the lens retracts (about one minute). Then press the Replay button firmly once more. The camera should power down. If it doesn't, that proves the Replay switch is dirty or defective. Post the results of this test if possible.

Dirty battery terminals reduce battery performance. Try cleaning the terminals with a cotton swab and reinserting the battery a few times.
Check if there is no debris or anything else in the battery compartment that can prevent correct contact between the battery terminals and the connection points in the camera.

Trouble dowloading pictures
Consider NOT connecting your camera to your computer. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as
Picasa.
