First, make sure that paper feed switch is set accordingly to the paper path you are using (rear feed, bottom feed or friction). If you make a change, turn the unit off and on.
If it is set correctly, there might be an obstruction on the printer top cover that interferes with the cover sensors. This forces the printer to think that the lid is still open and will signal it as you have described.
The last option will be a damage to the sensors or to the mainboard. This is rare, but if the case, you need a repair center.

Put some light oil like 3in1 or even wd40 on the round metal bar that runs from side to side. The one the print head rides on. The bushings that ride on the rail dry out and start to bind up. Just a little oil should solve this for you.

This is a good workhorse printer -- I serviced these for many years.
You can try cleaning the paper feed rollers with a rag moistened with a little white spirit. This helps remove the paper dust build-up that glazes the rollers and prevents them from gripping the paper.
Eventually, as the rollers become worn, (or, if they are already too worn) you will have to replace them.

On older printers, tractor feed edges separate from
the page while printing. Sometimes this can be a fluke, but other times
it may point to a mechanical problem. Try taking the paper out of the
printer and hitting the form feed button a few times. Watch the
printer’s tractor feeds to make sure they are moving and are in synch
with each other. Some printers use belts to move the tractor feeds and,
over time, these belts wear, break, become smooth and slip, or become misaligned.
Environment can also contribute. Paper stored in a warehouse can weaken
in intense heat or moisture. Carbon copy paper will especially cause
this type of problem as one sheet's feeder edge can break away from the
rest and peel slightly back. This will in turn slow the feed on one side as the edge buckles slightly under and may even skip to release pressure causing major alignment problems.

Prints from DOS programs do not have a "page length" setting of their own, nor do dot matrix printer have a page length of their own.
Page feed is achieved by sending a special control code (^L), and the meaning of ^L can be set through specific escape codes that the DOS program has to know.
My guess is that you need to tell the DOS program the page size in lines or inches, and maybe instruct it to send a page feed command after each page.
You can try directly programming the printer, but if the DOS program is sending out the wrong codes, this is not going to help. Anyway, here goes. Good luck!

Paper size and pagelength are normal set by the incoming print datastream.
You can usually set this up from within the application you are using to generate the print datastream.
