Use a smaller cup. Check the package for the discs you are using, they dispense different amounts, depending on the disc you are using.

The discs tell the machine how much water to dispense through the disc. Some discs dispense a small amount for an Espresso, others give a larger drink. Normal cups will not fill, you need smaller coffee cups for most Tassimo drinks. Check the packet to see how much it dispenses and check with a measurement jug to see if it is working properly, you may be surprised to find it is working fine.

I know, don't you hate when that happens? Did you check to see that the needle port where the hot water exits from is free of debris? If plugged, no water can escape, thus I suggest using a pin or small paper clip end and stick it up the tube to free it up. See if that helps.
