There are a couple fuses on the secondary side of the transformer, have you checked those? If they're good then start trouble shooting the regulators. This isn't a high speed switching supply so repairing it should be quite simple. Here is a free download for a schematic, without that it's going to be harder to repair.

There are possibly two issues here. The PDP screen requires the tuner box to work. Or The power supply has a few daughter boards that can fail on the main power supply.
