If you are referring to some Mobotix service, perhaps their support can help but I doubt it. Cleaners/optimizers such as Ashampoo's Win Optimizer 11 can obviously affect all sorts of settings and I don't think it has an option to return the computer to its state before that scan was done. That usually leaves a user with one of three options: 1) try a system restore that has a point prior to the date you did the "optimization." 2) try a re-installation of the software involved in "Publishing." or 3) sign up under another user name for whatever service you are using and see if this permits you to do what you wish. ...of course, if only Windows software is involved, you might get lucky with a search for a "Fixit" associated with the problem.
The lesson is that before you use any comprehensive cleaning tool, ALWAYS make a restore point so you can recover if things go awry. It is always a roll of the dice when you use cleaners. Even the trusty CCleaner should be used with a bit of discretion. Note that Spyblaster allows you to make a copy of the registry prior to each time you apply its updated defintions. Things like registry cleaners and optimizers eventually bite you.

There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.
