Yes, that was the fuel filter. If it was loose then your fuel lines are probably bad. They will need to be replaced.

put large u shaped pip in the bag pull the small end out of the hole in the other end with the u shape on top where the strap is the large end stayes in the bag , remove the blower pipe off the front end and put the u pipe in the front of blower put the rib in the grove turn it till it locks, now get a screwdriver find the latch on the front end of the vacuum cover on the left side of blower, put the screwdriver in latch lean screw driver towards the front and pull up on the cover hold the cover open till you have the large pipe in the hole turn and align the tabs with the slots then you know push it push it in real good then turn it counter clock wise till it clicks then get the pipe with the slant on the end align the slots and groves and then push it push it in real good you did not post what model you have so here is a manual hard to read so luck at the pictures good luck and push it push it real good when you get finished with the yard !

Won't Start
The silver cylinder that fell out was the fuel filter. Fashion a thin coat hanger into a small hook and try to fish out the plstic tubing. This is your fuel line. If there is enough to get it just out of the tank, cut the broken end off and press back onto a new fuel filter. You should be able purchase one at hardware store such as Home Depot or Lowes. If the hose is broken too far down inside the tank, you will need to take it to a small engine repair shop. Hope this was helpful
