In econ mode my 1998 spaform hot tub does not

in the economy mode it will only maintain a temperature so that it will not freeze. Economy mode is mostly for vacation time or for winter if you are not going to be using the hot tub for an extended period of time.
Put it into the standard mode and you will be able to have a HOT tub and will function as it should

My pool is filtering okay, but then when I turn on the heat, there is no water in the filter pump, just air swirling around where there should be water.

If you can see air swirling around, then there's bound to be water moving around. Otherwise you wouldn't see anything moving. You have a small suction leak somewhere. When you don't have the heater turned on, there's less strain on the pump and therefore less of a suction leak. Assuming your heater has an auto-bypass. Use your garden hose to find the suction leak and patch with silicone or pool putty. Or replace o-rings and gaskets. Check plugs and grease ports, etc.
