I have never seen a reset button fitted to a vacuum cleaner - mostly the safety device is either a self resetting bimetal breaker or a thermal fuse.

Likely failed to start due to a coincidental failure. Sometimes dust and fibres can work their way into the bimetal breaker but mostly it is an internal break in the power cord or a faulty switch.
