How do I reset a PECO TA-170-001 Thermostat

Try pressing the System button multiple times to change the mode. That is the button on the left below the display. Pressing the button goes through a cycle: off, heat, cool, auto, setback. You can also go into the settings and disable the Setback (energy-saving) mode completely. My old Searily, it hums then it will start, run fine, or trip the circuit breaker in my house. One other detail, I noticed it kinda sparks when I plug it in to start. Is it not grounded, please help.

Question edited for clarity (as far as I can) and fix all the typos. Your 'old Searily'? What is a 'Searily'? Only clue is that you posted to Heating and Cooling. If it has a motor and it hums, it means that the Start/Run capacitor is failing. Motors will often spark when they start up, especially if the commutator is dirty or the carbon brushes are worn. All electric motors are grounded. All question need FULL 'make model (what it is) as first 3 words and spellchecked before posting please.

My Rudd heat pump blew both 30 amp fuses so I turned power off replaced both fuses turned the thermostat to off turned power back on and the condenser fan came on at about half speed what's wrong

Wobbles......5 ceiling fans

Several things can cause a ceiling fan to wobble. The most of common of which is loose screws in the fan blade irons , that attach to the fan's motor. Just one loose screw can cause significant wobble and at times, an annoying noise. The other, which is more serious, is that the plastic ball on the top end of the down rod, that attaches to the electrical outlet bracket, is improperly installed. It generally has a groove in it, that must be installed so that it fits over the tang in the bracket. The tang keeps the ball in place. To inspect it, you will need to loosen the screw on the ceiling cowl, so that it slides down the down rod. If the ball is not resting in the bracket properly, lift the fan up by the down rod and put the plastic ball in the proper position. Be sure the wall switch for each fan you work on is turned OFF, before attempting in inspection or repair.

While you're at it, make sure the ceiling/electrical box bracket is tight to the the ceiling and is level,
