Remote will not turn on tv or control volume
Testing remote control:
The remote control puts out IR (InfraRed) signal that human eyes cannot see, to find out if the remote is sending out the signal or not you just point the remote at the digital camera’s Lens (Digital Camera can detect IR), you should see flashing light on the camera’s screen when any one of the remote button is pushed. If you do see the flashing on the camera, then the problem is in the TV IR receiver or the main logic board; more troubleshooting with scope will be needed to look at the signals.

Tv go on but go off after 3min put back on and go
that's not a lot of information to work with, but it sounds like the power supply has issues. Look for bad capacitors in there and replace any you find that are out of tolerence, or look puffed up.

Hi Bruce, what's going on with you TCL set is one of the COF IC's on the panel boards is shorted, that's why it blew the power fuse on the tcon, a new fuse will blow and not fix it, don't order a new board as that won't help either, the set unfortunately isn't going to be fixable as a new panel won't be available and when they were a few yrs ago they run as much as a new set.
