The circuit board is fried. It's too expensive to have fixed if the warranty is expired. You can try and find a used display from ebay or craigslist. It would be an easy swap.

Your lower control board has a shorted part, these boards are repaired by Jatinah Electronics which can be found with a google search. This problem will require a new or repaired control board. Good Luck!
