I have the same problem!! I bought my stroller used from a friend and I noticed all of this black powder on my baby, come to find out the harness straps are shredding. I have put a question into the instep website but haven't heard back yet. I will let you know if I find anything out.

Good luck. I have a similar problem. I contacted Pacific Cycle and was told that that part is part of the frame and is not a seperate item for purchase. It is only slipped over the metal tube frame and then a rivet is placed in the cut-out to hold it on. WHY can't they just order that part? Customer service said that it is assembled in China and they have never been able to get that one part. BS!

Try going to a local store that sells strollers and ask them if they have any wheel bearings.
