I have a powerjet 900
This is a membrane pump - an electromagnet moves up and down a piston suspended with a spring; this piston is attached to a rubber membrane that closes a chamber; in this chamber are also 2 unidirectional valves, one to **** the water the other to push it out.
In your case that membrane burst and it should be replaced. Unfortunately this part is not supposed to be a replaceable one and because of that the unit is sealed with waterproof glue. To access the membrane you will have to crack the case open with a sharp knife, then replace the membrane with a home-made one (from a piece of rubber mat) and glue it in place, then glue back the case. This is a very long and fiddly job that you must do yourself since no one else would.
Or you could just discard this pump and get a new one

You can reduce the flow using a ball valve on the outlet side of your pump. This is good for limiting the flow up to about 20% without adding too much strain on your pump. If you need to reduce it more use a Tee fitting and attach a second ball valve to the return just before the first valve to return water to your sump and prevent over pressurization of the pump. Please excuse the crudeness of the diagram.
After thoroughly cleaning, including removing
It almost sounds as if the thermal load protection fault is being tripped on the pump. When the pump kicks off is the housing extremely warm? If so you may need to replace the pump.

I'm guessing you have fixed this or given up after 13.5 years, but here is my suggestion for the next person who has this trouble. If you ran it out of fuel and left it over the winter, it could have a drop of fuel that hardened and plugged one of the fuel ports in the carburetor. I have had this happen and needed to remove the fuel bowl and poke the dried film with a pin. Put it back together and it started right up.

Do not know what brand that is, but you can find choke cables at lowes, amazon .com. or any number of small engine repair shops depending on where you live. An after market cable could be easier to find and work just as well.
