I had the same problem with CLK. I found the problem to be the PC board connector that holds the wiring from the firemans switch was loose or dirty, and it worked again after I mechanically agitated it. Just follow the wiring from the external timer.

2/27/18 I found the root problem and it was the solder joints on the control board for that long connector associated with the Fireman's switch. The solder had cracked on some of the connector pins possibly due to cold solder joints, high vibration, thermal cycling, or a combination of all three. I used a soldering iron and some solder to reseat the affected pins and the heater has not failed since.

Thank you for posting your question here on Fixya.com.

The E in your model number means it is an electronic ignition...you do not have a pilot. ROL means your flame rollout sensor is open. Either the wiring to the sensor or the sensor itself is faulty or there is a flame rollout issue causing the heater to shut down for good reason and the cause of the rollout needs to be determined and corrected in order to run the heater.

The replacement part for the switch is 006035F. It will need to be replaced since one it burns open it is shot.

Causes for flame rollout issues include blocked gas venturies on the manifold causing a sudden and violent ignition of gas as it lights the burners or blockage of heat and flue gas from escaping across the heat exchanger and out the top of the heater.

If this answer does not fix your problem, please comment with additional details prior to rating the answer. You may also contact me thru our website at www.arrowpools.net. Positive feedback is appreciated once your problem is solved!

sensor failure possible chemistry out of balance header leaking possible overheating check gas pressure also for blocked burner tube

There is a transformer in that unit to convert the high power to probably 24 volts. If it is still working when it is buzzing, the problem is most likely the lamination in the transformer core is loose and vibrating.

Check voltage to the gas valve and make sure it is getting 22-30 bolts when the gas valve opens. Also make sure the regulator is supplying the proper amount of gas per heater specs. Too much gas will make the valve chatter.

That model is obsolete. HP means high pressure, there is a switch on the discharge side of the pump that is tripped and it wont allow the unit to come on.

Heater cool down is very important and needs to be done. A time clock with a firemen switch is how it is normally done. Never run a heater with out water flowing thru it.

All fine that the thermostat clicks when tuned, However just check the contact for Voltage as the contacts do get burnt at times, thus your element is not getting sufficient voltage

This is very common with Raypak. What you hear is the way the air flow drafts through the heater. Raypaks typically draft very well. The rise of the heat off the burners draws in fresh air at the bottom and sides of the heater through the louvers and expels out the top.
You need the right mixture of fuel and oxygen for efficient burn and proper draft. A week flame or inefficient fresh air and the heater will not draft properly. A 406 is a very big heater my initial reaction is to check the gas supply. My assumption is the gas line may be undersized, especially if this heater was recently installed in place of a smaller unit. If the gas line is undersized the heater may operate but in time the insides will soot like a chimney and also change the dynamics of the way it drafts. Soot can also be a fire hazard so it is worth having a professional take gas pressure readings.
