How to set timer
Rotate center dial to set current time
Line up current time with triangle on inner part of dial
The timer dial shows nighttime hours on dark part of dial, daytime hours show on light part of dial
The timer dial rotates like a clock after it's plugged in
The outside edge of timer dial has 48 segments
Lift up these segments for times you want timer OFF
Segments down for timer ON

Ge 15071 smart time that's been installed for years - can't manually override on/off and not coming on with timer. Bulb is good. Is there another way to override to on besides pushing the door panel?

GE 15313 In-Wall Digital Timer. The light is partially on when it should be off and when it should be on, it is fully on. Is this normal or do I need a new switch?

Not sure if it is normal (probably not) but it is certainly reason to check it is being used only with a filament lamp (not fluorescent, not CFL, not led) and the ground connection to the switch is good. If all is ok and the glowing light bothers you it will be time to buy a new switch but if it doesn't bother you and if the switch isn't heating up, there seems no urgency to replace it.
