I bought 2 of these timers about one month ago.

59200 is analog timer with moving parts including motor, switch and contacts.
http://waterheatertimer.org/Woods-timers-and-manuals.html#59200

I test timers. Some timers make noise, and some are quieter.
When a timer goes bad that I bought from local store, I buy another one and return defective one in new package.

Digital timers make no noise, except humming sound, and click when contacts are activated sometimes.

I set the time and

The segments lift up as you discovered.
Lift up about 10 consecutive segments and then manually rotate timer dial and watch when lamp turns on-off.
I think the problem you describe results from lifting only one segment, instead of all segments between the on-off times.

The dial rotates as time passes, and pins-tabs push tiny switch one direction or other direction, and switch turns light on-off.
