Two possible options i can think of. 1) the hot water valve at the hot water tank is partially closed. look for a lever that can be opened fully. the valve could have become faulty. 2) a copper line from the tank to the faucet might be bent somewhere in the middle

When the Moen faucet was installed, they included a small sticker with the make and model of it for obtaining spares. You stick that somewhere under your sink like mine is :>) If you take out the cartridge and take it to home Depot or Lowes, that keep all the spares. Sounds like your cartridge is not properly seated and also may not be aligned properly. Remove it and apply a thin coating of plumbers grease to the cartridge and then work it back into it's position rotating back and forth to insure it is going down all the way.

Change shower. if u want repair open the controller and replace rubber washel.
