hi under the carb is a drain bowl .shut the fuel off then take the bowl off 10 mm bolt .then you will see a plastic float hold the float up and turn the fuel on if fuel is cuming out the needle might have dirt on it. turn fuel off now pull the pin out that holds float in place the needle will come down with float spray needle and where needle is seated with carb cleaner now re fit needle and float and hold float up and turn fuel on if no fuel comes out problem sorted. drain oil and fill with new oil.if still leaking fuel you need a new needle

Remove the spark plug, this will rule out hydrostatic load on the engine. Try to pull it again. If it is still stuck, You will need to try to turn the pump.

Make sure there is engine oil too.

The pressure produced by a pump depends on it's capacity and efficiency, the power of the motor driving the pump and the resistance of the pipework.
Without the resistance provided by the usual pipework the pump produces negligible pressure and just merely moves the liquid.

Given the motor power and pump capacity/efficiency are fixed values, the only reason the pressure would increase is the resistance provided by the pipework has increased.

I doubt the kitchen tap is actually turning itself on - or is it?
Perhaps fluctuations in water pressure are defeating the tap...

More details would have been helpful, such as mentioning the tap design (traditional or quarter turn type?) and when the hammering noise happens?

Hammering is often caused by a worn tap. When turned partly on the jumper can vibrate and cause the pressure in the pipe to fluctuate and magnify the noise, especially when there is a long run of pipe that is inadequately clipped to the wall...
