leave the radio on until it is ready to enter the code.

Yes you are correct, leave the radio powered on for as long as it takes......could be 1 hour or 5, when ready it should either read code or - - - - then it is ready to accept the correct code. If a wrong code is entered it will take longer to reset each time and finally block the radio when it will need to be taken to an audio specialist to be reset!
