What does PTO stand for
power take off which drives the belt that runs the mower deck sounds like a dead short in the pto clutch maybe a wire shorting out check for bare wires

I really need some more info from you...but here are a few things you should check? Since it clicks with or without the belt...it has to be an electrical issue! Check the switch, look for broken wiring, or loose connections. Another thing it might cause this is the battery or the charging system! Where is the fuse located on a LT1554 cub cadet
Check the connector and wires at the pto clutch. Sometime the movement will create a cut in the wiring you may be able to see. If so if the wire touches ground it will blow the fuse and if the wires touch each other it will short.

Wire harness for the PTO on the RZT's is designed dangerously near the drive pulley. After time, the harness drops and comes in contact with the pulley which grinds through the coating and shorts out the circuit. Repair (tape up) the wiring, relocate the the wire to the opposite side of the crank pulley (may have to zip-tie in place) - shouldn't be a problem anymore.

Recoil starter is locked?Remove spark plug to be sure engine hasn't hydrolocked with fuel and/or check crankcase oil level. If excessively high oil level then likely crankcase and cylinder is full of fuel from a stuck carburetor fuel inlet needle valve.If cylinder is clear of fuel/oil then remove recoil starter and see if recoil is functional and engine will rotate by hand.
