GE LP33 UPS inverter failed to start
Dear Yared,Did you try to give the UPS some time to recharge the batteries?Seems like the batteries have reached their cut-off voltage and are not supplying enough voltage to the inverter.Normally the dc boos circuit of the UPS will supply voltage to the DC BUS so maybe the problem can be found in the dc boost circuit or BUS if recharging the batteries is not helping.Let me know.Best Regards,Ron

How old is the UPS? Have the batteries ever been changed? Sounds like you have open battery string(s), which would cause the UPS to lose power to load on loss of utility power. The batteries are your backup to the critical load. It only takes one bad battery in a string to compromise the entire string and render your UPS nothing more than a line conditioner.
Mge ups making noise after
If I knew the specific UPS model, I might be able to provide some better input. At this point, I would contact Eaton product support. Eaton acquired the MGE single-phase UPS line a couple of years ago and assumed support/service for these products:

My ups is not switching
My recommendation would be to keep it off, and either send it for repairs, or check the battery, be very carefull with it, as the batteries within a UPS are extreamly powerful, and if put under the wrong conditions could cause serious injury, or damage to people and objects.
