You have a dead short somewhere. Look for insulation off the wires, check to see if all connectors are not touching with space between. Make sure all is clean an look for burn wires an connectors, once I found a dead insect shorting out the connectors.

Probably a gas issue, the fuel today contains ethenal an it eats away at seats an gells up in the carb. I would start there an clean out all the jets an passage ways. Fresh gas as well, an try to purchase gas with out ethenal. You can go online an check which stations in your area sell ethenal free fuel. I never use it in my Honda now.

You might have to loosen the bolts holding the steering arms to get the pole to line up, but if no piece is missing , sure connect it and secure with the locking bolt in the spiral.

When I have this sort of problem, I always double check battery connections, all should be clean and tight and the cables should be in good condition. Then I check each battery under load and see if any voltage drops too much. If that doesn't show any problems then I think a dealer might be your answer. A dealer would have a battery discharge machine that would how good your batteries are.
