I am guessing you have a 6 pin controller(only 4 wires are used). The white and black wires are the throttle coming from the ITS in the floorboard. You either have a wiring error, controller bad, ITS is bad or the gas pedal plunger going into the ITS is all the way in already.

If all wiring is factory then check batteries under load. If all good then test motor. With rear wheels off the ground, disconnect the main pos and neg wires from the batteries. Then disconnect the four wires from the motor. You can use a voltmeter to measure the value of the two coils of the motor. Measure between A1 and A2 then S1 and S2 ( sometimes F1 and F2) Should get 1 or 2 ohms. If that good then jumper A1 to F1, connect A2 to 12 volts and F2 to 12 volts, one neg and the other pos. You will get a spark but the motor should start turning if good.

If not cranking either the starter motor is not receiving power, the motor is fubar, or the good battery is ng. Which is it?
Time to get out your voltmeter.

Did everything work before you replaced the motor( except the motor)? If you have a lever by your right leg then you need a series motor. If there is a rocker arm switch in the dash then you need a sepex motor.

Follow the wires with a volt meter from battery to gas pedal switch to solenoid. Sounds like a bad micro switch , wire, or bad solenoid.
