The train keeps jumping off the track
Is the track properly and carefully put together? Is one or more sections damaged take one of the cars and gently push it around watching in those places where the train derails. If it only happens at a track joint look at it more carefully.
Forward and reverse switch
Are you using the transformer that came with the train set? This has forward, reverse, and neutral available?
How the power is transfered
the power from the wall outlet is ( transformed) to 17voilts AC and comes out on posts on the transformer that red and black wires then are connected to the track The rails on the track are entergized and the wheels and the center pickup ride on the track and transfer the power ot the locomotive. the center rail is common and the outside rail is motor power or whisle power.
Can't figure out how to make the bell work and
I looked on the internet for a co that sold you toy and in the replacement parts is the instructions clicked on it tand I could read them. To make it smoke put the drops of smoke fluild in the smoke stack and turn on the switch that's in the cab of the locomotive. to make the whisle blow pust the center button on the dash board of the transformer. Theirs a right button that says whisle but your train is'nt supposed to have one. the left hand button stops the trainand as you push it again it'll go into neural and then again it'll back up. again neurtral and agin it'll go forward if you turn the other switch in the cab it'll go forward only.

It sounds like the counterbalance spring is loose or disconnected. I would rather add weight to the counterweight box to take some load off of the motor...Use fishing sinkers, one or two rolls of pennies or equivalent. Also do not overtighten the spring you will warp the base of the bridge.
