After a year in storage, jeep won't work.
the radio runs off of a seperate battery source, so that wouldn't have any effect on this, i would first of all check the battery and charger with a multimeter and make sure that they are showing the correct voltage, if its a 12v battery make sure that they are showing at least 12 volts, if its a 6v battery make sure that its showing at least 6v

I know you are technically strong to do the bypassing part. But assumption is to do with fuse.
Your Power Wheels® 12 volt battery is equipped with a built-in thermal fuse. The thermal fuse is
a self-resetting safety device which automatically "trips" and shuts down operation of the vehicle if the vehicle is overloaded or the driving conditions too severe. Once a fuse has "tripped", remove your foot from the pedal and wait approximately 25 seconds before operating the vehicle again. To avoid repeated automatic shut-downs, avoid severe driving conditions.

there is no way to dissasemble to make shipping cheaper, the body is one big piece, and would cost a fortune to ship. check with greyhound, they have a large item shipping program that would place it in the baggage area under the bus and at least arrive near her. the only problem is that someone has to pick it up at the destination greyhound station.
