I just bought one at a flea market today, and had the same issue. After a couple of searches, I came up with the solution. An Etsy seller had this to say: "You might be afraid that the globe is "stuck" and won't turn, but you just have to be firm to turn the globe. You'll hear loud clicking when you turn it; this is because the globe is made to stop at certain points so that the viewer can easily meet up with the white dots." I tried turning mine firmly, and it did finally make a loud click and turn. It does not spin freely like a normal globe, though. check the wires for shortages.

Sounds like the little motor that runs it has failed. I have had luck taking toys apart and getting a replacement motor at a hobby shop. They are very cheap.
