You can remove or change the Window's User or administrator's password. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. i am sorry to give u bad news, game CM is game that need disc to run the game because a lot of stuff that still need to run the program left behind in the disc. it was factory setting.
But u can use alternative way by make the disc to image then run it with daemon tool.
first u need program that can make image file like .iso, .nrg, etc. ( i use nero)
make an image file from CD 1 and CD 2 and save it in computer.
second install program that can make image drive to run image disc (i use daemon tool).
make one image drive then mount the image disc to the drive.
now u can play without real disc. (after finished play the game unmount the image disc)

It's a CD error. Try cleaning the CD with some alcohol and the drive with a laser head cleaning cd. If it still fails to work you could try copying the files on the disc to a folder on your PC or burning it to an iso file and mounting it iwth Daemon Tools. That may help overcome the install error but it's not a certainty.

How to resolve your meter when it's on temper mode
Tamper mode means the prepaid meter is in a mode where it does not supply power. Check your meter remote controller (used for recharging units). If it displays a Relay Open symbol, the meter is in tamper mode.
To remove tamper mode requires you contact the distributing company and request a tamper reset token. The tamper reset token is a 20-digit code that clears the meter from tamper mode and restores it to its default state.
